Chamber Applauds Passage of HB 3231 to Support Downtown St. Louis and Missouri Main Streets

St. Charles Regional Chamber joined statewide coalition supporting redevelopment and regional economic growth

The St. Charles Regional Chamber is pleased to share that HB 3231, the Missouri Innovation, Public Safety, and Accountability Act, has been Truly Agreed To and Finally Passed by the Missouri General Assembly after receiving support in both the Missouri House and Senate. The legislation now moves to Governor Mike Kehoe for consideration.

The Chamber was proud to be part of a statewide coalition supporting this important legislation, which is designed to help spur redevelopment in Missouri’s downtowns, Main Streets, central business districts, and historic commercial corridors. The legislation includes tools aimed at encouraging investment in vacant and underutilized properties, including incentives that could support office-to-residential conversions, new business development, housing creation, infrastructure improvements, public safety enhancements, and long-term economic growth.

For the St. Louis region, HB 3231 is especially significant. Supporters have pointed to the opportunity this legislation creates to help accelerate redevelopment in Downtown St. Louis, including major vacant properties such as the AT&T building and Railway Exchange building. Greater St. Louis, Inc. has identified this type of legislation as a priority for helping catalyze new investment, support downtown revitalization, and strengthen key corridors of commerce across the region.

A stronger Downtown St. Louis benefits the entire metro area. As the region’s largest urban employment center and a major hub for business, tourism, entertainment, sports, hospitality, and development, downtown’s success has a direct impact on regional competitiveness. HB 3231 gives Missouri communities additional tools to transform vacant buildings, attract private investment, create new housing opportunities, and support the kind of vibrant, active districts that help regions grow.
